Introduction

 Procurement Officers are responsible for assessing products, services and suppliers and negotiating contracts. They are also responsible for ensuring that approved purchases are of a sufficient quality and are cost-efficient. Procurement Managers are also known as purchasing managers, they manage a company’s sourcing capabilities and supply chain. They are responsible for strategizing and negotiating with suppliers and vendors in order to acquire the most cost-effective deals and to reduce procurement expenses. Procurement officers or managers are responsible for managing contract.

The aim of contract management is to ensure the delivery of a cost effective and reliable service at an agreed price and standard. It must be consistent with legal requirements and
financial propriety. Effective monitoring of contracts ensures that compliance is built into the relationship between contractor and the awarding body (the client/customer) at all stages of the contractual relationship.

This program is designed to help participants gain practical knowledge in contract management to ensure effective and efficient service delivery.

Objectives:

At the end of the program, participants will be able to understand the opportunities arising in
the marketplace with the rapid expansion of business process outsourcing. They would have grasp with the understanding of contract pricing mechanisms and associated risk.

Module 2: Due Process and Ethical Issues in Awarding Procurement/ Contract

Bidding/ Tender process, E-Tendering. Transparency in procurement. Transparency guidelines. Procurement cycle. Ethics and professionalism. Ethical code of CIPS

Effective Negotiation in Purchasing. Strategy versus Tactics in procurement. Phases of Negotiation. Key steps to an ideal negotiation phases. Information needed to prepare effectively for engaging the other party. Communication in Negotiation. Six rules of effective negotiation.

Module 3: Procurement and Operations

Materials planning. Inventory, inventory management, planning. Inventory system. Classes of inventory. Inventory/Stock control system. Maximum-Minimum stock level. Re-order stock level. Two Bin system. Imprest stock control. Cyclical provisioning. ABC stock model. Forecasting and Scheduling of Inventory. Types of forecasting. Components of demand scheduling.

Module 4: New Models in Procurement

ERP- Enterprise Resources Planning. Advanced Planning System. ERP characteristics. Materials Requirement Planning (MRP I). Aims of MRP 1. Manufacturing Resources Planning (MRP II). Essential elements of MRP II. Capacity Requirement Planning – CRP. Just in Time (JIT). Lean Production.

Module 5: Outsourcing/ Partnerships Management

Outsourcing decisions. Subcontracting. Outsourcing. Tactical outsourcing decisions. Some benefits of outsourcing. Some problems with outsourcing. Measuring outsourcing performance. Service level agreement. Managing expectations. Top 4 customer service mistakes. Vendor Managed Inventory (VMI). Benefit of using VMI. Pitfalls of VMI. Supply performance and relationship management.
